As part of our Blue regions in action series, we now travel to the Balearic Islands!
STEP 1: Identification of regional challenges
The regional co-creation workshop took place on 28 November 2024, bringing together key territorial stakeholders to define the most relevant challenges for the Balearic blue economy. The process highlighted three strategic priority areas:
- Coastal and Maritime Tourism: Promoting community-based ecotourism, citizen science, green certifications, and environmental education to ensure that economic growth is balanced with ecosystem conservation.
- Marine Renewable Energy: Supporting initiatives aligned with Spain’s Roadmap for Ocean Energies, including the transformation of ports into clean energy generators.
- Fishing: Encouraging generational renewal and strengthening the participation of women in the fishing sector to ensure long-term resilience and inclusiveness.
This participatory process ensured that the identified challenges reflected real territorial needs and strong alignment with national and regional strategies.
STEP 2: CALL FOR INNOVATIVE SOLUTIONS
A total of 7 solutions were received, showing strong engagement from both private and civil society actors. Of these submissions, 4 were presented by enterprises and SMEs, and 3 by interest groups, including NGOs.
The submitted ideas were distributed across the priority areas identified:
- 4 solutions addressed Coastal and Maritime Tourism,
- 2 solutions focused on Renewable Ocean Energies,
- 1 solution targeted Maritime Fishing.
Following the evaluation process, 5 solutions were selected to continue into the regional acceleration phase.
STEP 3: ACCELERATING THE IDEAS THROUGH THE TRAIN LAB
The Balearic TRAIN Lab officially started on 4 December 2025, launching a structured acceleration pathway based on targeted mentoring sessions.
The first session focused on Diagnosis, Strategic Approach, and Initial Co-Design, enabling selected teams to refine their concepts, better understand their impact pathways, and align their solutions with regional priorities.
The selected ideas continued participating in the upcoming mentoring sessions, with a joint final conference scheduled for January, where the most advanced solutions were showcased.
